This paper introduces the new novel four-parameter Weibull distribution named as the Marshall–Olkin alpha power Weibull distribution. Some statistical properties of the distribution are examined. Based on Type-I censored and Type-II censored samples, maximum likelihood estimation, maximum product spacing, and Bayesian estimation for the MOAPW distribution parameters are discussed. Numerical analysis using real data sets and Monte Carlo simulation are accomplished to compare various estimation methods. This novel model’s supremacy upon some famous distributions is explained using two real data sets (...) and it is shown that the MOAPW model can achieve better fits than other competitive distributions. Modelling data in applied areas particularly in reliability engineering is a prominent research topic. Statistical models play a vital role in modelling reliability data and are useful for further decision-making policies. In this paper, we study a new class of distributions with one additional shape parameter, called a new generalized exponential-X family. Some of its properties are taken into account. The maximum likelihood approach is adopted to obtain the estimates of the model parameters. For assessing the performance of these estimators, (...) a comprehensive Monte Carlo simulation study is carried out. The usefulness of the proposed family is demonstrated by means of a real-life application representing the failure times of electronic components. The fitted results show that the new generalized exponential-X family provides a close fit to data. Finally, considering the failure times data, the Bayesian analysis and performance of Gibbs sampling are discussed. The diagnostics measures such as the Raftery–Lewis, Geweke, and Gelman–Rubin are applied to check the convergence of the algorithm. (shrink)

The standardized precipitation index is one of the most widely used indices for characterizing and monitoring drought in various regions. SPI's applicability has regional and time-scale constraints when it observes in several homogeneous climatic regions with similar characteristics. It also does not provide sufficient knowledge about precipitation deficits and the spatiotemporal evolution of drought. Therefore, a new method, the regional spatially agglomerative continuous drought probability monitoring system, is proposed to obtain spatiotemporal information and monitor drought characteristics more expeditiously. The proposed (...) framework uses spatially agglomerative precipitation and copulas’ functions to continuously monitor the drought probability in the homogenous region. The RSACDPMS is validated in the region of the Northern area of Pakistan. The outcomes of the current study provide a better quantitative way to obtain appropriate information about precipitation deficits and the spatiotemporal evolution of drought. (shrink)

We show that the Δ0 2 enumeration degrees are dense. We also show that for every nonzero n-c. e. e-degree a, with n≥ 3, one can always find a nonzero 3-c. e. e-degree b such that b < a on the other hand there is a nonzero ωc. e. e-degree which bounds no nonzero n-c. e. e-degree.

In this paper we study structural properties of n-c. e. Q-degrees. Two theorems contain results on the distribution of incomparable Q-degrees. In another theorem we prove that every incomplete Q-degree forms a minimal pair in the c. e. degrees with a Q-degree. In a further theorem it is proved that there exists a c. e. Q-degree that is not half of a minimal pair in the c. e. Q-degrees.

We prove that the degree structures of the d.c.e. and the 3-c.e. Turing degrees are not elementarily equivalent, thus refuting a conjecture of Downey. More specifically, we show that the following statement fails in the former but holds in the latter structure: There are degrees f > e > d > 0 such that any degree u ≤ f is either comparable with both e and d, or incomparable with both.

The article considers regional issues of the Kazakh transtoposystem. There are a number of problematic issues related to cross-border Kazakh toponymy. The article analyzes only one aspect – the status of binary names in the cross-border toposystem. The goal is to study how obvious the binary opposition is there, considering the etymology of toponyms based on semantic opposition. The toposystem of the Northern and Western regions bordering Russia was used as the empirical material for the study. According to the border (...) administrative-regional division, a number of districts of such regions of the country as North Kazakhstan, Pavlodar, Kostanay, Western Kazakhstan, Aktobe, and Atyrau border with Russia. In the article, a series of binary names along the toponyms of this cross-border zone is formed. In particular, Úlken-Kіshі (Big-Small), Aq-Qara (Black-White), Qara-Sary (Black-Yellow), Jaqsy-Jaman (Good-Bad), Jyly-Sýyq (Warm-Cold), and Ashy-Tushy (Bitter-Fresh) are analyzed. The difference between toponymic binary names and lexical antonyms is considered. We discuss the fact that the contradiction in lexical antonyms is clearly expressed, but in binary opposition along toponyms, the contradiction may not be complete. It is reported that the contradiction of toponyms is recognized only in the toponymic context, and sometimes it is even possible to form a related pair, rather than a semantic contradiction. A law is one of the basic concepts of the dialectical materialist conception of determinism as a philosophical theory of the objective interrelationship and mutual conditioning of phenomena in the material and mental world. A law establishes a rigorously determined connection among circumstances, i.e., a totality of derivative components and conditions of their actions and results. By overlooking the existence of two different levels—the concept and the objective reality corresponding to it—some philosophers erroneously interpret Marx's theses concerning the approximateness of (...) the realization of the laws of society. Let us take, for example, Marx's thesis that "In general, in capitalist production general laws are realized in a very confused and approximate way, merely as a prevailing tendency, as a kind of average among constant fluctuations that is never solidly established."1 Some investigators see this as an objectively existing social law in itself, attributing to it an "inexactitude" of operation, variation, and approximation, instead of seeing it as a specific application of a particular law. They thus forget that Marx said, in the Foreword to the very first volume of Capital: "The question does not specifically have to do with a greater or lesser degree of development of the social antagonisms that derive from the natural laws of capitalist production, but rather lies in these laws themselves, these trends, which operate and are realized with iron necessity.". Alicia Ouellette’s Bioethics and Disability: Toward a Disability-Conscious Bioethics is the result of her “ten-year journey toward disability consciousness” . By saying so, Ouellette suggests a bioethics “mindful of and knowledgeable about the fact of disability in bioethical cases” . Thus, a common struggle should be overcome: bioethics versus the disability rights community.The book begins with an introduction to Bioethics on the one side and the disability rights community on the other. Ouellette then explains that she is firmly convinced that, (...) despite the differences and points of friction between the two groups, the disability perspective should be included in debates concerning bioethical issues. Background: The magnitude of bullying and harassment among psychiatrists is reportedly high, yet no peer-review published studies addressing this issue could be found. Therefore, it was decided to conduct a pilot study to assess the degree of the problem, the types of bullying/harassment and to provide some insights into the situation.Methods and Principal Findings: Following multiple focus group meetings, a yes/no response type questionnaire was developed to assess the degree and type of bullying and harassment experienced by psychiatrists. Over a (...) 3-month period the questionnaire was administered to a random sample of 60 psychiatrists. 57 out of the 60 psychiatrists reported harassment and bullying. Frequencies of the following response variables are presented in descending order: rumours 40% ; defamation 20% ; passing remarks 20% ; false accusations 15% ; threats 13.3% ; verbal abuse 13.3% ; unjustified complaints 13.3% ; promotion blocked 13.3% ; humiliation 13% ; bad reference given 10% ; credentials questioned 8.3% ; physical attacks 5% ; termination 5% ; derogatory remarks 1.7% and 1.7% were subjected to personal work. As a result of being subjected to harassment, 66.7% of the psychiatrists did not take any action, whereas 33.3% confronted the person they believed responsible. Asked whether the bullying and harassment caused distress, 18.3% of the psychiatrists did not report any effect, 30% reported mild distress, 40% moderate distress and severe distress was reported by 11.7%.Conclusions: It was concluded that the magnitude of bullying and harassment among psychiatrists may be quite high, as evidenced by this pilot study. There is a need for extensive systematic studies on this subject and to establish strategies to prevent and address this issue at a national and regulatory level. (shrink)

Against competing political theories of the integration of immigrants, we propose to reframe the relationship between the populations of host countries and arriving refugees in terms of a neo-Maussian theory of gift exchange. Using the example of the European refugee crisis of 2015 and the welcoming attitude of significant parts of German civil society, we argue that this particular situation should be understood as epitomizing the trend toward internal transnationalism. Increasingly, the “international” is becoming part and parcel of the “domestic” (...) sphere. Since Marcel Mauss was concerned with the question of how separate, culturally different communities can establish ties of solidarity and cooperation between each other, we use his work to answer key questions about the relations between international refugees and native citizens in their home countries: What are the expectations underlying gift-giving in the context of welcoming refugees? Le Livre des directives et remarques supplee les parties perdues de La philosophie orientale, dernier grand projet avicennien, en ce sens qu'il tend a rearticuler science divine et science universelle, par raport a l'entreprise philosophique du Shifa'. Neanmoins les Directives ne sont aucunement un traite, mais plutot un recueil de notes sur des points controverses. Les liens entre les chapitres sont souvent tenus, parfois meme arbitraires, mais il (...) ressort pourtant de la des modifications importantes par rapport aux philosophes grecs. Les theories d'Avicenne sont ainsi toutes en faveur d'une pensee rationaliste et scientifique. L'avance scientifique des orientaux a, pour lui, ouvert a l'intelligence des voies nouvelles; les methodes grecques de pensee demeurent fondamentales, mais des exigences inconnues de leur temps demandent qu'elles soient depassees. Commentary on Quwaysinī's commentary on Akhḍarī's work titled the Sullam al-muawraq on logic.

The nature of quantum computation is discussed. It is argued that, in terms of the amount of information manipulated in a given time, quantum and classical computation are equally efficient. Quantum superposition does not permit quantum computers to ''perform many computations simultaneously'' except in a highly qualified and to some extent misleading sense. Quantum computation is therefore not well described by interpretations of quantum mechanics which invoke the concept of vast numbers of parallel universes. Rather, entanglement makes available types of (...) computation processes which, while not exponentially larger than classical ones, are unavailable to classical systems. The essence of quantum computation is that it uses entanglement to generate and manipulate a physical representation of the correlations between logical entities, without the need to completely represent the logical entities themselves. Objectives: Evidence based patient choice seems based on a strong liberal individualist interpretation of patient autonomy; however, not all patients are in favour of such an interpretation. The authors wished to assess whether ideals of autonomy in clinical practice are more in accordance with alternative concepts of autonomy from the ethics literature. This paper describes the development of a questionnaire to assess such concepts of autonomy.Methods: A questionnaire, based on six moral concepts from the ethics literature, was sent to aneurysm (...) patients and their surgeons. The structure of the questionnaire was assessed by factor analysis, and item reduction was based on reliability.Results: Ninety six patients and 58 surgeons participated. The questionnaire consisted of four scales. Two of the scales reflected the paternalistic and consumerist poles of the liberal individualist model, one scale reflected concepts of Socratic autonomy and of procedural independence, and the fourth scale reflected ideals of risk disclosure.Discussion: The Ideal Patient Autonomy Scale is a 14 item normative instrument. It is clearly distinct from the generally used psychological preference questionnaires that assess preferences for physician-patient roles. (shrink)

This paper examines the use of case studies in ethics education. While not dismissing their value for specific purposes, the paper shows the limits of their use. While agreeing that case studies are narratives, although rather thin stories, the paper argues that the claim that case studies could represent reality is difficult to sustain. Instead, the paper suggests a way of using stories in ethics teaching that could be more real for students, while also giving them a way of thinking (...) about their own professional practices. The paper shows how the method can be used to develop a more critical and reflective practice for students in the health care professions. Some immediate problems with the method are discussed. Informed consent enjoys an unassailable position in both clinical and research situations as a safeguard of patients’ rights. Keeping the patient involved in the decision making process is easier when there is direct communication with the individual. The Pakistani milieu offers challenges to this process because crucial decision making is often done by family members or is left entirely up to the attending physician. There seems to be a general acceptance of this shifting of focus from the individual to other (...) players. This also raises certain ethical dilemmas for physicians who may feel uncomfortable with communication which excludes the patient or in accepting a paternalistic primary decision making role. The objective of this informal qualitative study was to ascertain physicians’ perceptions regarding the process of information delivery to the patient in the Pakistani context and the various influences acting upon it.
